Circle Foundation has awarded its first international grant to the UN’s Digital Hub of Treasury Solutions (DHoTS), supporting efforts to streamline value transfers and enable secure access to financial markets.
The announcement was made at the World Economic Forum’s Annual Meeting in Davos. While the specific funding amount was not revealed, the grant builds on a 2022 collaboration that enabled USDC payments to displaced Ukrainians.
Roughly $38 billion in humanitarian assistance still flows through traditional banking systems that are slow and opaque. The Circle Foundation grant will support DHoTS in deploying digital payment technologies to speed up cross-border transfers and enhance transparency across the UN system.
“Modern humanitarian finance needs modern infrastructure. By helping DHoTS integrate digital financial infrastructure, we can help make aid faster, more transparent, and more accountable.” — Elisabeth Carpenter, Circle Foundation.
Financial Secretary Paul Chan announced in Davos that Hong Kong will issue its first batch of stablecoin licenses in the first quarter of 2026. As of September 2025, 36 companies had applied, including a collaboration between Standard Chartered, Animoca Brands, and HKT.
